The former Leader of the Opposition, Fraser Institute senior fellow, and CEO of the Manning Centre for Building Democracy has devoted his life to promoting the notion of “government as facilitator”: a government that focuses on creating the conditions necessary for the private and voluntary sectors and individuals to achieve their goals without government interference.
