Labour supply strategies are a key issue in the future of the construction industry and the BC economy. Concern is growing that a skills shortage is looming and with it a lack of workers and increasing costs. But there are two broad philosophies on how to rise to the challenge—the inclusive approach of the Open Shop sector, and the exclusive tactics advocated by the closed-shop building trade unions.
The inclusive approach of the Open Shop has already done much to meet the needs of British Columbians—increasing the number of workers graduating from skills training, introducing new productive workplace rules, and employing 96% of the workforce. The exclusive approach seeks a return to the past with burdensome workplace rules, tightly controlled training that will drive up costs, and access to a mere 4% of the construction workplace.
The customers of construction need to be aware of the two approaches and the risk of higher costs and a smaller labour pool if they choose the exclusive model pushed by the closed shop. To increase the strength of their companies and the provincial economy they need to choose the Open Shop advantage.
