If there are two lessons the crises in North Africa and the Arab regions have taught us, they are that, first, apparent stability can evaporate with alarming speed; and, secondly, the ability of the international community effectively to influence events is often seriously circumscribed.
In her address, Louise Arbour will reflect on some of the challenges facing international stability in the year ahead, and beyond, asking how we can more effectively anticipate impending crises; and how we can more successfully help accelerate the path towards lasting stability.
